Set against the background of communal riots in the teeming coastal metropolis of Mumbai, Dev features two cops who are forced to maintain the peace as the city becomes engulfed in a religious war, fanned by individuals with vested interests. It also tells the story of two lovers who are inadvertently dragged into the mess, leading to their involvement in a conflict which treatens to consume the city.
