Maxwell, a militia leader, is about to marry one of his devoted followers Tracy, but she is scared off when he blows up the District Attorney's office. One year later Tracy is still in Las Vegas working as a showgirl at a casino.Maxwell and his followers set up traps in the heart of Las Vegas, punishing the ''Sin City'' with a wave of disasters, blowing up entire city blocks and rigging buildings with explosives. Maxwell plans to complete their wedding ceremony, and then die with Tracy by his side.
